This is an old, old idea but one that is still fun to try. Somebody in the crowd is always certain to be surprised.

    Materials:

    any size/color envelope
    rubber stamps, stickers, etc.
    deckle-edged or plain scissors

    Steps:

    1. Seal envelope and tear or cut across one end (figure A). This will be the top of the bag.

    2. Fold in each of the long sides 1 inch or so (figure B). Twice this measurement will be the width of the sides of the bag; they should match.

    3. Unfold. Turn the envelope over and fold along the same lines in the other direction.

    4. Unfold the sides and fold up the bottom (narrow side of envelope opposite the torn edge) (figure C).

    5. Turn over and fold again along this line in the other direction. This fold should be the same width as the folds along the sides.

    6. Unfold then open the envelope along the cut edge. Put your hand inside and form the bag.

    7. Two triangles should form along the bottom (figure D). These can be folded back under the bag and glued or taped to hold (figure E). There is your bag!

These bags can be decorated with stickers, rubber stamping, stencils, etc. before shaping the bag. Stuff with colored tissue and fill with little bags of candy or small gifts (figure F). Use as table favors or a little surprise anytime.
